Panlilio ordered release of Guarin’s terminal pay

City of San Fernando – Gov. Eddie T. Panlilio has instructed the Provincial Legal Office not to appeal anymore the decision rendered by the Regional Trial Court of this City, Branch 44, in the case filed by former Provincial Legal Officer, Atty. Regina Galang-Guarin. The court granted the prayer of Atty. Guarin for the payment of her terminal pay in the amount of Php69,987.84 but rejected her claim for damages.

The case was filed on October 26, 2007 after the provincial government turned down the request of Atty. Guarin for the payment of her terminal leave. This was after it was found out that she did not log her time-in and time-out in the logbook contrary to the Memorandum issued on August 19, 2004 by the former Provincial Administrator Fidel Arcenas. The entries in the logbook are transferred in the employees’ Daily Time Record, which is the basis for the payment of their salaries and the computation of her leave credits.

On the part of Atty. Guarin, she filled out only her DTR’s, leaving the province without any reference to verify the entries therein.

Even though it has several meritorious grounds to cause the review of the said judgment, the provincial government has decided to settle the matter with finality by not filing an appeal anymore to save on time, money and effort which may be utilized to serve its constituents better. Moreover, Gov. Panlilio deemed it more humane to acknowledge the services rendered by Atty. Guarin to the Province, rather than engaging in a relentless pursuit to prove the merit of his stand on the issues involved.

Nonetheless, Gov. Panlilio reminds all the employees of the Provincial Government of Pampanga, without any exception, to comply with the procedure in recording their daily attendance both in the biometrics and logbook, “a simple yet essential part of our thrust towards transparency and good governance”.

The last day of the program was held last October 3, 2008.  A hundred and one pupils benefited from the said program which targets the undernourished pupils among the school population, helping them gain weight through nutritious food served in school. According to Ms. Irene Ocampo, MVES Principal, The program even lessened the absenteeism of the learners.

Provincial Capitol, Pampanga –  Governor Eddie T. Panlilio signs the Executive Order creating the Pampanga Inter-Agency Council for Migrants’ Concern (PIAMCO) at the Session Hall of the Sangguniang Panlalawigan here recently.

The ceremonial signing was preceded by a celebration of the Holy Eucharist officiated by Rev. Fr. Arnulfo Serrano, Chair of the Pampanga Archdiocesan Migrants’ Desk.  The Mass was attended by the governor, some members of the Provincial Board, and representatives of the member agencies of PIAMCO.

The Most Rev. Paciano B. Aniceto, Archbishop of San Fernando, graced the event.  He expressed concern over the plight of Overseas Filipino Workers (OFW) and lauded the collaborative efforts of the Church and government agencies in promoting the welfare of itinerant workers and their families.

PIAMCO is composed of government agencies and NGOs which include the Provincial Social Welfare and Development Office; Provincial Cooperative and Entreprenural Development Office; Public Employment Service Office; Provincial Information Office; Provincial Health Office; the Provincial Offices of the DTI, DOLE, TESDA, and SSS; the Regional Offices of the DFA, OWWA, POEA, PHILHEALTH, NBI, DepEd, DSWD, and National Labor Relations Commission.  Non-government agencies also comprise the council: Philippine Pediatric Society, Pampanga Mayors’ League, Pampanga Medical Society, Pampanga Chamber of Commerce and Industry, CONCERN, and the Angeles University Foundation Center for Christian Formation.

The primary function of the council is to serve as a coordinating body and venue among agencies in the province of Pampanga to exchange views and information on programs and services for migrants’ sector.  PIAMCO will likewise serve as a recommendatory body and lobby group for policy change and direction on the appropriate programs and services for migrant workers.  It will also monitor and assist in the implementation of programs and services for the said sector.

The Pampanga Archdiocesan Migrants’ Desk (PAMD) serves as the permanent secretariat of the council.

Provincial Capitol, Pampanga - Ang kauna-unahang Collective Negotiation Agreement (CNA) sa pagitan ng pamahalaang panlalawigan at ng Provincial Government of Pampanga Employees Union o PGPEU ay pinagtibay kahapon sa Executive House dito.

Employees’ Welfare. Si Gob. Eddie T. Panlilio, kumakatawan sa Provincial Government ng Pampanga, habang pinipirmahan ang Collective Negotiation Agreement (CNA) sa pagitan ng Provincial Government of Pampanga Employees Union (PGPEU). Sa gawing kanan ng gobernador ay si  G. Remigio Caputchino, PGPEU President, kahapon sa Executive House ng Provincial Capitol.

Nakasaad sa CNA na ang PGPEU ang siyang nag-iisang kikilalaning kumakatawan sa lahat ng mga empleyado ng Provincial Government ng Pampanga hinggil sa mga bagay na tumatalakay sa mga karapatan, benepisyo, malusog at ligtas na  lugar na pinagtatrabahuhan at maging ang propesyonal na pag-unlad ng bawat kasaping empleyado.

Bukod dito, ilan sa mga benepisyo ng unyon at mga miyembro nito ay ang pagkakaroon ng Php1M Provident Fund.  Ito ay maaaring gamitin upang mapagyaman, maitatag at maisakatuparan ang mga socialized na insentibong plano ng unyon upang higit na maging tiyak at produktibo ang mga manggagawa o empleyado.

Bilang karagdagan, isinasaad din sa CNA ang pagkakaroon ng employees’ suggestion and incentive award system na siyang magbibigay sa bawat indibidwal, unit, at departamento ng pabuya para sa mga  kapuri-puring  paggawa.  Kabilang din sa mga benepisyo ay ang pagkakaroon ng loyalty pay, medical at dental assistance, rehabilitation leave, monetization of leave credits, ang pagkakaroon ng employees’ canteen, at ang paggawad ng low-cost housing program.

Project Inspection. Governor Eddie Panlilio conducts ocular inspection recently of the completed projects in Magalang and Mabalacat towns. Accomplished projects funded by the 20% development fund of the province include the following: Repair of San Isidro Bridge, concreting of San Nicolas 1 to San Pedro 2 Road, asphalting of Ayala-Sto. Niño Road, Repair of Balitucan District Hospital, repair and maintenance of Angeles-Magalang Road, in Magalang town, and the concreting of San Jose-Bical Road in Mabalacat town.
